STAKEHOLDERS AND THEIR STAKES: HOW THEY ARE REFLECTED IN PUBLIC SECTOR REPORTING

ABSTRACT
This study uses a case study of a workers’ compensation agency to determine their stakes
(issues of interest) to stakeholders, to identify the key performance indicators (KPIs) used to
evaluate the organization’s performance in addressing the issues of concern and to investigate the
extent of agency reporting on KPIs desired by stakeholders. This study adds to the accountability
literature by drawing on Clarkson’s (1995) primary/secondary typology in conjunction with
Carnaghan, Gibbins and Ikaheimo’s (1996) framework to identify an organization’s main
stakeholders and their stakes. This study extends Carnaghan, Gibbins and Ikaheimo’s framework
by adapting it for application to a public sector agency.
